Track SLA per Internet Link

We need to track clients fibre outages that have SLA’s assigned. The idea would be to create SLA groups and assign the given internet links to the group. Come month end we should be able to pull a report showing how many hours the fibre links went down for a specified customer or all customers. I would assume we can use the monitoring of devices to give the data required to determine the amount of down time. It would be great if we can can setup rules where alerts are sent when a clients SLA is about to be breached.
