Ticket Automation "Apply to tickets created after"

Since Version 4.3 the ticket automation "Apply to tickets created after" changed.

1. Is it possible to have this field editable on front-end?

2. Also to add a check box to apply rule on all ticket regardless of creation date (as it was in v4.2)
