Port-Id (agent-circuit-id) RADIUS auth multiple sessions

Currently there is no way to limit the number of simultaneous Port-Id radius sessions.

For example if you have a fiber customer on an OLT and want to allow two or more routers.

Currently you can limit it to 1 session or unlimited sessions. To limit MACs we need to do it on the OLT service profile.

This feature request enables splynx to also help control that.
