Multiple sms Gateway urls

Is there a way to add this feature under sms configurations on the main section, to allow user to add more than one gateway url. It should also allow to allow select the customer segment to receive sms from which gateway either by partner ids or connection status.

With this feature customers users can be able to achieve flexibility of different notifications scenarios.
