Flat Tax Costs

For voice services in the US, we are required to charge various fees that are not percentage based but rather per connection/telephone number based. It would be nice if we can build out taxes to have a flat fee plus percentages.

I know this can in a roundabout way be achieved with fee rules, but it makes it very hard if you service multiple states / counties to keep the fees applied correctly.
