Billing Config Add-on: include "Send billing notifications" switch, act on all customers in a Partner

This is in reference to an existing add-on (the “Billing Config” module).

Would like for this add-on to also be able to enable or disable the “Send billing notifications” switch.

Additionally, it would be great if this could also make changes based on Partner instead of only Billing Type. We have a lot of customers on 100% discount who are receiving $0 invoices and there does not seem to be a way to mass-edit all of the customers to disable this switch. (They are all in the same Partner.)
