API Rate Limit and Usage Dashboard

We want to request adding an API rate limit feature, where we can set a maximum number of requests per minute (RPM) to ensure the system isn't overwhelmed.

If the API approaches or hits this rate limit, a rate limit header should be returned so that our applications can implement back-off mechanisms and retry after a specified timeout.

Additionally, it would be beneficial to have a dashboard that displays API usage, including a graph showing RPM over time to monitor and optimise usage.
