Admins cannot close/complete / reassign a task with out completing the checklist

In the tasks we can create and generate multiple checklist templates. Some of these checklist templates are absolutely necessary check lists to be completed. Although some admins tend to close / complete or create sub tasks without checking the checklist in the parent task. If admins can be forced to complete the checklist before completing the task, it would be great.
